The Secretary to the Government of the Federation, Babachir Lawal, has described corruption as the main opposition to President Muhammadu Buhari’s administration.
He described corruption as an unusual but powerful opposition.
According to a statement issued on Monday, the SGF made this remark in Abuja during a meeting with a delegation of the Coalition of Progressive Political Parties led by Mr. Ibrahim Bashir of the Peoples Democratic Movement.
Lawal, however, said that with President Buhari’s honesty and integrity, the Federal Government would win the anti-corruption war, adding that Nigerians and God were behind the present government.
He commended the efforts of the other political parties supporting the Federal Government in the anti-corruption war and stated that their position was driven by patriotic reasons.
The SGF stressed that the ‘ethical revolution’ of the present administration should be encouraged so that Nigerians could benefit from the change agenda.
The statement quoted Lawal as saying, “What the Federal Government is now focusing on is good governance that will bring rapid development and growth to the nation, irrespective of political affiliations. Corruption is President Buhari’s main opposition, rather than a political party.
“I reiterate my admiration and support to the Governor of Ebonyi State, David Umahi, for the impressive development that is taking place in Ebonyi State, despite being a member of the Peoples Democratic Party.
“President Buhari is a meticulous, honest and just leader who will ensure that Nigerians will soon start enjoying the change that he promised during the 2015 general elections campaign.
Chukwuma
The family of Chukwuma Ihezia, allegedly killed by policemen attached to the State Anti-Robbery Squad, Enugu State Police Command, has demanded the release of his remains to enable them to give him a decent burial.
Chukwuma, 30, a graduate of Mechanical Engineering from the Institute of Management and Technology, Enugu, was allegedly killed by policemen who labelled him a robber.
Chukwuma’s elder brother, Chinedu, told PUNCH Metro on Monday in Abuja that the deceased was framed for robbery by a SARS team, led by Superintendent Felix Bolu, who is now the Divisional Police Officer, Agbani Police Station, Enugu.
Chinedu explained that the family had purchased a car for Chukwuma which he was using as a taxi, while waiting for a call up for national service.
He said the young man was arrested on January 12, 2013, while waiting for a passenger at Royal Media Hotel, Enugu.
He said Chukwuma had taken a passenger to the hotel and was waiting for him, but a misunderstanding reportedly broke out between the passenger and the people he went to meet at the hotel and everyone, including Chukwuma, was arrested.
He said, “Chukwuma told the police that he was the taxi driver who brought the passenger and the two of them were taken to the Independence Layout Police Station, Enugu, where the DPO handed Chukwuma and his passenger alive to SARS officers ─ Edeh, Abugu Jonathan and Mike. My brother was later shot in the legs.”
Chinedu further explained that the police searched his brother’s room and found nothing incriminating except a laptop, some money and other personal effects which they took away.
He stated that when he visited the SARS and saw the bullet injuries in Chukwuma’s legs, and he pleaded with the policemen not to allow his brother to die. He said he was asked to bring N50,000.
“Felix Bolu collected N50,000 from me for the treatment of my brother, but instead of taking him to a hospital, he called a nurse living close to the SARS headquarters to treat him. He also demanded N100,000 for bail, which I gave him. It was later that I got to know that my brother had died, but the police didn’t inform me. Rather, they extorted more money from me,” Chinedu said.
On learning of Chukwuma’s death, Chinedu said he petitioned the state Commissioner of Police, but nothing came out of it.
He said the police had refused to release his brother’s remains, which he said were kept at the University of Nigeria Teaching Hospital, Enugu.
“We have petitioned the Police Service Commission, the DIG, Criminal Investigation and Intelligence Department, the Senate President, but nothing was done. Since we cannot get justice for our slain brother, they should release his corpse for burial. The police released his laptop, wallet and other things they took from his house, but they have refused to release his remains,” Chinedu said.
Bolu, however denied the allegation of extortion, saying Chukwuma was “a pure armed robber who robbed a hotel with his accomplice.”
He said, “The boy was shot in the ankles as he attempted to escape when he took us to where he hid his guns. We took him to the hospital for treatment, but he died.”
When asked if Chukwuma died in the cell or in the hospital, Bolu declined to answer, saying, “What kind of question is this? I said the boy died, he died during treatment. Instead of the family to beg the police to release the boy for burial, they are busy making a noise.”
Sunny Anyanwu, the lawyer to the Ihezia family, said instead of punishing Bolu for the extrajudicial killing of Chukwuma, the police redeployed him from the SARS to the state police command headquarters as an administrative officer.
Anyanwu stated that an autopsy conducted by the police pathologist, Dr. Wilson Akiwu, on July 17,2015, indicated that Chukwuma died of gunshot wounds.

A former spokesperson for ex-President Goodluck Jonathan, Doyin Okupe, has dismissed an allegation by a former Governor of the Central Bank, Prof. Chukwuma Soludo, that Jonathan ran the apex bank like the late Ugandan dictator, Idi Amin Dada, who ran aground his country’s central bank.
In an interview in the current business edition of The Interview, Soludo described the CBN as “the ATM of the Presidency under Jonathan.”
Soludo said, “Recent revelations regarding the $2.1bn scandal involving a former National Security Adviser, Sambo Dasuki, and the apparent abuse of the CBN as an ATM by the Presidency should get reasonable people thinking.
“Imagine a scenario where a President can order the CBN to create an intervention fund for national stability and the CBN literally ‘prints’ say, N3tn, and doles it out as cash to the President to prosecute an election campaign, or for just about anything he fancies. I don’t know any other country where such is tolerated, except perhaps what I watched in a movie about Idi Amin and his governor of the Central Bank.”
But speaking with our correspondent in a phone interview on Monday, Okupe said Soludo’s accusation was baseless.
According to the former spokesperson, Jonathan was a very meek leader who did not take rash decisions on the country’s finances.
He said, “I have read what Soludo said but sincerely I don’t see any reason to compare former President Jonathan with Idi Amin. It is a baseless point. Idi Amin was a tyrant and an all-in-one. He fought the British by deporting foreigners from his country. That is what I know about Idi Amin. How such figure relates to Jonathan is what I don’t understand.
“I honestly disagree with him because it’s like comparing another dictator like Adolf Hitler of Germany with Ghana’s President. I do not understand why Soludo is coming out to attack the former President. Nigerians come up with different stories depending on situations. His accusation that Jonathan ran the CBN like an ATM machine is out of point. Jonathan was a meek leader who was mindful of his actions. Soludo was wrong. Jonathan doesn’t fit into that type of preposterous description. He was not rash in taking decisions.

The Peoples Democratic Party has condemned in totality, what it described as the brazen display of “authoritarianism” by the President Muhammadu Buhari-led government in handcuffing its National Publicity Secretary, Chief Olisa Metuh when he appeared in court on Tuesday.
The party said that the development betrayed an extra-judicial, top political witch-hunt policy of
the All Progressives Congress, which it said was carefully designed to humiliate, embarrass and portray PDP leaders as common criminals and set the stage to cow and decimate opposition and perceived foes of the government.
In a statement signed by the party’s National Secretary, Prof. Wale Oladipo on Tuesday, the party said the aim of the of the ruling party is to break Metuh.
“The question remains, if not to mortify, dehumanise and break Metuh, who has been very vocal against the APC administration, and of course to send a signal to others critical of the government, what else would have informed the decision to produce him in court in handcuffs, even when his case does not border on security
threat?” Oladipo said.
“Is this an attempt to sway the court and ambush the judicial process against our National Publicity Secretary, all because of his stance against observed ineptitude and dictatorial tendencies of this administration?
“The PDP invites all Nigerians and the international community to note the emerging barefaced abuse of state power and violation of constitutional provisions regarding the arrest, detention and eventual
arraignment of our spokesperson.”
Oladipo added that Nigerians by now, should be extremely scared that the country was fast drifting into what he called a police state where being in opposition or holding views divergent to that of the government makes one a criminal and an enemy of the state.
He alleged that for now, the target of the on-going “lopsided war against corruption is the PDP and its leaders” while all APC members, including those with known corruption issues had been immune from investigation, arrest and prosecution.
Oladipo added that, more worrisome was the fact that institutions of government, especially security and corrective agencies have now fallen victims of dictatorial abuses.
With this, he said the PDP was afraid that in no time, ordinary citizens of Nigerians, who in the last 16 years have lived under the rule of law and constitutionally guaranteed personal liberty, would begin to suffer brutality and oppression.
He said, “Under PDP administration, some Nigerians, including APC leader and former Governor of Lagos State, Asiwaju Ahmed Tinubu were tried but never humiliated; now we see security operatives under this regime being used to crush and humiliate the opposition.
A pastor with the Redeemed Christian Church of God Mission has been kidnapped by yet to be identified persons.
Pastor Ayo Funsho Raphael was kidnapped right in the middle of church service last Sunday, our correspondent gathered.
The incident happened at the Resurrection parish of the church in Kabba junction in Lokoja.
Eye witnesses said the kidnappers, numbering about 10 stormed the church auditorium at exactly 9 am and ordered the congregation to lie down.
The pastor was said to have been dragged barefooted into the bush while his abductors shot sporadically into the air to facilitate their getaway effort.
Although no lives were lost, many members of the congregation sustained various degrees of injuries as a result of their scampering for safety when the kidnappers were shooting in to the air.
Sources revealed however that the kidnappers have opened lines of communication with the Church demanding a sum of N50 million before the pastor could be released.
The Kogi State police public relation officer ASP William Aya said he is yet to be briefed about the development.
He promised to find out and get back with development on the matter.


Chief Veterinary Officer of the Plateau State Ministry of Agriculture, Dr Doris Bitrus, said on Tuesday that over 22,000 birds have been destroyed as a result of the avian influenza, also known as the bird flu, which was reported early this year.
This is even as poultry farmers have raised the alarm over the rapid spread of the disease among farms in the state.
Though the initial reports said only four farms were affected, Bitrus said that about nine farms had been affected by the disease in the state.
She told our correspondent in Jos that the government has taken necessary measures to contain the spread of the disease.
According to her, “All relevant agencies are on the ground to curtail further spread and we have been visiting affected farms to fumigate them.”
She said the state  government had embarked on a campaign to advise members of the public to avoid the sale, slaughter and consumption of sick birds, adding that bird products should be properly cooked before consumption.
Chairman of  the Poultry Farmers  Association of Nigeria in Plateau state, Mr. John Dasar, told our correspondent on the telephone  that the disease was on the increase in the state.
He said the last time farms were checked on, ten of them were battling with the disease.

Awards season is in full swing! Hollywood's biggest film and TV stars gathered on Sunday, January 17, for the third big award show of 2016 — the Critics' Choice Awards.
Hosted by T.J. Miller, the 21st annual Critics' Choice Awards were broadcast live from the Barker Hangar in Santa Monica. 
Honorees included Amy Schumer, who received the MVP Award, while Star Wars: The Force Awakens director J.J. Abrams presented the Genius Award to Industrial Light & Magic, the visual-effects company founded by Star Wars

Ihuoma Chiedozie writes on a spectacular wedding in Enugu, where a groom, who is a biker, rode to church on a superbike with his bride
Mr. and Mrs. Benjamin Okelue were not the only couple who wedded at the St. Mulumba’s Catholic Church, New Haven, Enugu in 2015. As a matter of fact, the catechist’s register boasts many weddings from January through December 2015.
However, on December 29, 2015, the solemnisation of marriage between Benjamin and Blessing Okelue, caused a stir.
Unlike the tradition of driving to wedding venues in state-of-the-art cars, this couple chose a superbike.
Before the wedding mass, Benjamin and his bride, Blessing, drove to the church on superbike. They also had a train of groomsmen who were also bikers. Instead of wearing their suits, they were kitted in bikers gear and formed a long convoy behind the couple.
After the mass which lasted over an hour, the officiating priests, friends and family members had a photo session with the couple. Then, it was time to move over to the reception hall which is situated on the expansive church premises. The couple moved over to the reception venue, where they hosted guests and well-wishers. By the time that ended, another rare sight ensued.
Instead of the groom driving his new bride away in the usual decorated wedding vehicle to commence their honeymoon, he opted again for his superbike. Then, several bikers, all fully kitted, drove behind them on various models of superbikes.
Many guests and residents of the area were held in awe; never in the history of the city has a couple driven to, and from their wedding venue on a superbike.
They became a celebrity couple and by the time the groom posted the pictures on his social media platforms, it went viral!
Days after the wedding, the Okelues left Enugu and returned to their base in Jos, Plateau State.
SUNDAY PUNCH caught up with the newly-weds during their next visit to Enugu, on January 11, 2016. A native of Ezeagu Local Government Area of Enugu State, Okelue, did not deny his passion for superbikes. According to him, biking remains his hobby, and he has invested time and resources in the sports.
“I am a biker and I founded the Peace Riders Motorcycle Club in Jos. I am the club’s former president,” he said.
Stating that it was not in the interest of club members to be kitted in gear and to ride behind any couple who just got married, Okelue said, “I acquired the latest BMW 2016 model superbike, which arrived three days before the wedding, and I decided that I would use it for my wedding.”
His bride, Blessing, felt on top of the world to have arrived at her wedding riding on a superbike. Asked if she would have preferred cars, she said, “I am happy that my husband decided to use the superbike because I prefer it to cars. It was a thing of joy to me that I used the superbike for the wedding.”

To say that Okelue’s life is centered on superbikes, is an understatement. He is a superbike freak. Interestingly, he travelled all the way from Jos to Enugu with the superbike.
“Biking is my hobby and I travel almost everywhere with power bikes.
“I have travelled to several West African countries with super bikes. The BMW superbike I used for the wedding was shipped from abroad to Lagos and I went to the port in Lagos to retrieve it, after which I rode on it to my base in Jos and I travelled again to Enugu. In fact, I will also be returning to Jos on my bike,” he told our correspondent.
Apart from the Peace Riders Club, Jos, Okelue is also a member of the Superbike Clubs Association of Nigeria, the national bikers body.
According to him, many members of the club, who attended the wedding from different parts of the country, also came with their bikes.
“Those who observed our arrival at the church for the wedding noticed that we came with the superbike, alongside other bikers in a convoy. Those were not only members of my club. Many other bikers came in from other parts of the country— Abuja, Port-Harcourt, Lagos, Calabar and other places. Even the Emir of Kasheri in Gombe, rode his bike all the way from Gombe to Enugu,” Okelue said.
The Superbikers Clubs Association of Nigeria, or SCAN, organises competitions for its members. One of such events is the Motor Bike Race, which usually takes place in Benin City, Edo State.
However, the bikers’ major event is the annual convention, known as ‘SCAN Gathering,’ which usually holds in Lagos.
The newlywed explained that the club invests its proceeds on charity.
But there are risks involved too. Okelue disclosed that he broke three ribs in a crash while riding his superbike.
“In 2011, I had a crash on the bike while returning to Jos from Yankari with some of my club members and I broke three ribs,” he said.
But this incident did not discourage him from biking, even though he was hospitalised for three weeks.
“Everything in life is risky, even driving a car. I was not discouraged at all. There was a time I once had an accident with my car and it did not discourage me from driving. For me, biking is something I enjoy and I feel more secured on the bike. I prefer travelling with the bike to embarking on trips with cars. The most important thing is, when you are riding the bike, you must make sure that you are putting on your safety gear such as the helmet, and other safety devices.
“The day I had a crash, there was no haemorrhage because I was wearing my safety gear. I only broke ribs because I crashed against a tree,” he said.
Meanwhile, his wife, former Miss Blessing Chioma Akahara, was never a fan of biking. According to him, when he met her at the Adoration Ground, in Enugu, sometime ago, she never liked bikers.
“Before taking her to the altar, I had to take her into my world of biking, bikers and superbikes,” Okelue said.
Blessing is now a budding biker.
Her first time of riding on a superbike was on Lovers’ Day. “The first time he took me on a bike was on a Valentine’s Day,” she recalled.
Describing her husband in glowing terms, the newlywed confessed to have been afraid during her first attempt at biking, “Initially, I was very scared but after a while, I got used to it. That day, our Valentine’s Day was celebrated on the bike and I enjoyed every moment. Later, he invited a friend, Hauwa, to help take me on biking lessons. I learnt and since then, I have been riding bikes and I realised that movement on bike is smoother, and I prefer it to cars.”
Okelue explained further, “She is comfortable with biking now but at the time we met, she was not. Her friends were telling her that biking was too risky, that bikers die early and all those funny stories. The first time I took her on a bike was on a Valentine’s Day. Since then, she has been riding on bikes. I usually take her on bikes from Jos to Abuja, she is a biker now. The first day I rode with her, I made sure I was moving at a normal speed – 80mph – and we were playing music because we had helmets that had earphones and the Bluetooth device. She really enjoyed the ride.
“The next day, I called a female member of our club, Hauwa Alexander, to come and see her and when Blessing saw a lady like her with a bike, she became more interested. I bought her the Yamaha R6 2014 model superbike and that is what she is using now. Hauwa, who is now her friend, encouraged her to start riding.”
Okelue said he desires that his unborn children will share his passion for superbikes.
“I will make sure my children ride bikes, unless they decide not to,” he said.
Superbikes do not come cheap.
As indicated on some sites on the Internet, prices of superbikes range from N2m to N10m. But Okelue is determined to always upgrade to the latest models in the market.
“I don’t worry about the cost (of superbikes) because it is my hobby. I am already saving for the BMW 2018 model. I will sell the 2016 model that I have now, if I get a good offer, before buying the 2018 model, but if I don’t get a good offer for it, then I will have to keep it even after getting the new one. I sold my 2014 model BMW before I got the 2016 model I am using now.”
Currently, Okelue has four superbikes – BMW 2016 model, Yamaha R1 2009 model, Yamaha Tenere 2010 model, and a Yamaha R6 2014 model, which is used by his wife.
His passion for biking is not in doubt, but it is clear that his wife, Blessing, gives him the most joy.
Asked to describe his wife, Okelue said, “She is a loving person, a nice woman to be with, since I met her she has changed a lot in me. I am even happier with her because she is now a biker like me.”
Being married to a superbike freak is one experience Blessing would always relive: “I love him more than any bike and he is such a romantic man. I am so happy that I met him and I am even happier that I became his wife. I know I will never regret getting married to him.

FIFA’s acting president Issa Hayatou has given up some of his powers as Confederation of African Football leader ahead of the increasingly controversial election campaign to head football’s world body.
Hayatou will leave CAF’s handling of the FIFA election and relations with other regional confederations to his two vice presidents, according an official statement.
CAF decided the move on Saturday, a day after FIFA presidential contender Prince Ali bin al Hussein made a complaint over an accord made by the CAF and the Asian Football Confederation (AFC).
However CAF officials denied there was a link.
“The president, in agreement with the executive committee, just wants to exclusively wear his FIFA hat in handling the election for which the final phase will start on January 26 with the final list of candidates,” said a CAF spokesman Junior Binyam.
Hayatou took over at FIFA when Sepp Blatter was suspended by the world body in October. Blatter faces a criminal investigation in Switzerland over a suspect $2 million payment to UEFA chief Michel Platini.
CAF said its executive committee on Saturday “authorised a delegation of powers” to first vice president Suketu Patel and second deputy Almamy Kabele Camara.
“They will be in charge of relations between CAF, other confederations, members and candidates for the FIFA presidential elections until the conclusion of the FIFA electoral process.”
Patel and Camara will also lead the African delegation at the FIFA election in Zurich on February 26.
CAF is to decide on February 5 which of the five FIFA candidates it will back.
Prince Ali has asked FIFA’s Electoral Committee to look into an accord made on Friday by the CAF and the AFC, which is headed by Sheikh Salman bin Ebrahim al Khalifa a leading rival for the FIFA presidency.
“I am concerned that there has been an attempt to breach electoral rules in the FIFA presidential election,” Prince Ali said of the CAF-AFC accord announced in Kigali on Friday.
But Shaikh Salman has strongly denied any hint of misconduct saying negotiations had started before he became a candidate for the FIFA presidency.
“I am astonished about my friend’s comments, which are wholly dismissed and entirely inaccurate,” Shaikh Salman said in a statement.
The other FIFA candidates are UEFA secretary general Gianni Infantino, South African business tycoon Tokyo Sexwale and former FIFA official Jerome Champagne of France.
The Executive Secretary, Petroleum Products Pricing Regulatory Agency, Farouk Ahmed, reportedly announced, at a press briefing in Abuja on December 29, 2015, that a revised template for fuel pricing had been approved by the agency. The announcement was evidently the formal manifestation of the “modulated pricing” model earlier canvassed by the Group Managing Director of the Nigerian National Petroleum Corporation and current Minister of State for Petroleum Resources, Ibe Kachikwu. Thus, with the adoption of the new template, petrol price would be reduced from N87 to N86 in the NNPC filling stations, while other marketers would sell at a pump price of N86.50/litre.
However, in contrast to the previous static cost template, fuel prices would henceforth be reviewed quarterly to reflect fluctuations in any cost variable. Indeed, Kachikwu had also corroborated the thrust of the new template when he emphasised in an earlier press briefing in Kaduna in December 2015 that “we are not going to be fluctuating prices day to day; we are going to take like an average, and I think that today when you look at the prices, we have no subsidy, because prices remain low and that is what we need to do.” Kachikwu’s statement probably suggests that the reviewed fuel price has fallen below the existing subsidy threshold of N87/litre. Consequently, government decided to pass on between N1 and 50kobo/litre discount on petrol prices to the public, despite the oppressive N2tn projected loan required to fund 2016 budget deficit. The PPPRA’s modulated response to fuel pricing is allegedly a demonstration of government’s “honesty in being able to sell products to Nigerians at affordable prices that make sense.” Nonetheless, the minister is certain that we still need to get out of the subsidy debacle, because, according to him, “the reliability and affordability of subsidy are issues we need to get away from, whether or not you believe in subsidy”.
Furthermore, if unrestrained dollar demand in the parallel market continues to wag the official naira exchange rate, the Central Bank of Nigeria may inevitably succumb and fatally commit to another significant naira devaluation. However, if an additional 25 per cent naira devaluation becomes necessary to bridge the wide gap between increasingly divergent naira exchange rates between N200 and N300/$1, fuel price will once again spike well above N140/litre, irrespective of the application of the reviewed, presumed responsive PPPRA template. Thus, it will certainly be purely speculative to predict public response to any attempt by government to honestly reflect the higher cost variables, if fuel price increases unexpectedly, particularly, when crude prices conversely remain low.
Nevertheless, if naira exchange rate depreciation persists, petrol prices will inevitably remain volatile and ultimately create severe tensions between the people and government. It is understandable that government should be sensitive to the current impoverished state of Nigerians; however, a patriotic reformist administration should also be responsible enough to take hard decisions to save the economy, even if such decisions make government temporarily unpopular.
Thus, it is possible that if President Muhammadu Buhari increases fuel price from N87 to N100/litre, the treasury will swell by almost N800m every day from the sale of the alleged 40 million litres of petrol consumed daily. Indeed, if crude oil price further dips, about N365bn could be consolidated annually to reduce the clearly unwieldy N2tn plus deficit in the 2016 Appropriation Bill. Similarly, if kerosene is also readily available and sells for about N70-80/litre nationwide without subsidy (rather than over N120 black market price with subsidy and scarcity), government could additionally generate over N100bn to further reduce the deficit in the 2016 budget.
Incidentally, the current administration’s game plan on fuel pricing uncomfortably mirrors former President Goodluck Jonathan’s reduction of fuel price from N97 to N87/litre, prior to the 2015 elections, despite the prevailing worrisome bulging deficit which needed to be funded with unusually high interest rates for a resource endowed sovereign nation like ours.
In retrospect, if Jonathan had patriotically and responsibly risked pre-election popularity and increased government revenue by retaining fuel price at N97/litre or possibly even raising it up marginally to N100/litre, with an irrevocable commitment to maintain adequate supply at all times, the N600bn (15 per cent of the 2015 budget) lately approved as supplementary budget on December 1, 2015, to clear outstanding fuel subsidy bills, might not have been necessary, and our crushing debt burden would have also become lighter. Besides, fuel scarcity and its attendant social agony would probably have also become minimised, as petrol marketers would be eager to import and enthusiastically supply fuel to meet demand, if a deregulated price regime prevailed.
Expectedly, however, the treasury-friendly price advantage induced by the slump in crude price under Jonathan was, soon after, wiped out with a subsequent 30 per cent naira devaluation which spiked fuel price to once again inadvertently “force” subsidy into the existing pricing template. Sadly, a similar treasury-friendly price advantage has again been made possible under Buhari, ironically, also by the increasingly low crude oil price below budget benchmark. Nevertheless, further naira devaluation, hereafter, would inevitably, similarly push fuel price back into the realm of subsidy and contention between the people and government.
Worse still, government’s borrowing requirement will certainly exceed the highest ever projected deficit of N2.2tn, if oil prices continue to remain well below the $38/barrel budget benchmark.
This column has consistently explained that weaker naira exchange rates instigate high fuel prices which provoke demand for subsidy; however, public expectation was inexplicably shattered when bountiful and exceptional dollar reserves failed to strengthen the naira exchange rate and conversely reduce fuel price. A bizarre case of “tails you lose and heads I win”. It is ironical that we should rely on reduction in crude prices to bring down fuel prices and remove subsidy, when clearly, our revenue expectations, and the capacity to develop critical social infrastructure also become severely challenged when crude oil price falls.
Furthermore, Kachikwu had also suggested in an interaction with the press in December 2015 that government refineries would soon achieve production output of up to 10 million litres daily. Unfortunately, however, the minister did not confirm if the price of the products locally refined from government owned refineries would be in any way cheaper than the equivalent imports as per public expectation.
Indeed, according to Farouk Ahmed, the NNPC will be responsible for over 78 per cent of the total fuel supplies in 2016. Nonetheless, in view of the wide margins between parallel and official naira exchange rates, further devaluation must be on the card and it will be revealing, therefore if the NNPC has strategically, knowingly projected an amount for fuel subsidy in their 2016 budget. It will be equally of interest to know the National Assembly’s reaction to such a provision.
In reality, however, if systemic excess naira supply persists, the naira exchange rate will continue to slide and instigate higher fuel prices and make the attainment of a subsidy free fuel price a challenge as we continue to discount the naira value while subsiding the dollar exchange rate. In such an event, the debt burden will increase as fuel prices continue to rise to make subsidy inevitable and poverty will only deepen nationwide.

The dramatis personae in the “missing” 2016 budget drama have yet to draw the curtain even as the President currently paints a grim picture of the nation’s economy. The drama of the “missing” budget was like a comical show at a time President Muhammadu Buhari opened up on the economic realities facing the country. He was recently quoted as saying that while a barrel of crude oil sold at $140 during his predecessor’s administration, the same product had fallen to less than $30 per barrel currently. To worsen the situation, some officials of the past administration allegedly frittered away the proceeds from this oil-boom era into their private accounts instead of using such to improve the economic and social well-being of the citizens. And this might have informed the current administration’s resolve to fish out the alleged treasury looters and recover the loot from them for the common good of the people.
And to boost the economy, the purported removal of fuel subsidy in the 2016 budget is a welcome development. But the government should go a step further by ensuring that our refineries are functioning at the optimum installed capacities with a view to refining petroleum products to meet our local consumption needs and even have excess for exportation to generate foreign revenue.
Also, while the comedy of the “missing budget” lasts, the Federal Government should take drastic measures to arrest the free fall of the naira. A situation where a dollar now sells for about N300 is not acceptable.
Maybe, there could be no need to dissipate our energy looking for the “missing budget” anymore because of the circumstances surrounding it. For sure the budget document was not with innocent goats as some Nigerians jocularly alleged on social media. Instead, the budget might have been “stolen” by those who did not like its contents. Could these be agents of some oil marketers or labour unionists who felt fuel subsidy provision should be included? We cannot say. All we know is that a former Governor of the Central Bank of Nigeria, Prof. Chukwuma Soludo, was reported to have said the 2016 budget is a carbon copy of one of former President Goodluck Jonathan’s budgets because of its high recurrent expenditure component and curiously having the same percentage of budget deficit-37 per cent.
If these striking similarities as revealed by Soludo are confirmed, then there is no need for the Senate to spend another money in constituting a committee to search for the “missing” budget. Rather, since the draft of the controversial budget is still with the MDAs, the Presidency may be requested to represent it and ensure the recurrent expenditure is drastically reduced, maybe to 60:40 in favour of capital expenditure.
Furthermore, the budget deficit should be reduced from 37 per cent to less than 15 per cent. Borrowing money to finance 37 per cent deficit budget when the mainstay of the economy is in a coma is like mortgaging the future of generations yet unborn. While leaving the social schemes in the budget to alleviate poverty and the suffering of the masses, the bogus allocations in the recurrent component of the budget should be drastically reduced to reflect our current economic realities as revealed by Mr. President himself. In other words, Nigerians should not be told to brace themselves for hard times while generous budgetary allocations are made for the National Assembly members and other public officials to live in opulence. And this may not be in tandem with the current crusade against corruption that this administration is waging against corrupt former public officials.
If sacrifices are to be made in order to reclaim this nation from current economic doldrums, then the burden should not be carried by the masses alone. Rather, the Presidency, lawmakers, affluent public servants and members of the Bench (especially those who allegedly are in the habit of granting frivolous injunctions to corrupt public officials and business tycoons) should also be involved in paying the sacrifice to rescue the nation.
Super Eagles
Nigeria open their   Rwanda 2016 African Nations Championship campaign against Niger in Kigali on Monday with the Super Eagles looking to prove their title credentials.
The Eagles, who are housed in Group C alongside Tunisia, Niger and Guinea, have yet to win the tournament, which was first played in Ivory Coast in 2009. DR Congo won the competition.
Nigeria did not qualify for the championship for players playing their trade in their football countries’ leagues until the 2014 finals in South Africa. Stephen Keshi guided the Eagles to a third-place finish in the tournament won by Libya.
The Eagles, who missed out on a place in the 2015 Africa Cup of Nations in Equatorial Guinea, will be under pressure to win Rwanda 2016, and Nigeria coach Sunday Oliseh believes his men are ready for the challenge.
The team arrived in Rwanda in high spirits on Friday ahead of the tournament, which kicked off on Saturday.
According to Oliseh, the team have done enough work at their training camp in Pretoria, South Africa and are set for the tricky tie against minnows Mena,
“The camp mood is very good, right from the beginning the boys have been focused and cohesion among them is great,” Oliseh told Goal.
“We are building a team, our objective is not just about winning the championship, but for the team to get better and also build a solid team.
“If you notice the team, the players are very young and we plan to integrate some of them into the main team for the Africa Cup of Nations and World Cup qualifiers.”
The Tunisia ’94 Africa Cup of Nations winner insists he is not missing any players as the squad boast quality players.
Oliseh said, “The players I love to have in my squad are here in Rwanda, we picked the players that qualified us for the Championship.
“We have quality options in the team, I don’t think we are missing anyone in the team.”
Niger are one of the weakest teams on the continent, with their best result in any international game their 7-1 hammering of Mauritania in the Algiers ’90 Africa Cup of Nations.
The Mena, who are currently 105 in the FIFA rankings, after moving places up the ladder, have only featured in the Africa Cup of Nations twice – 2012 and 2013, crashing out in the group stages. They played for the first time in the 2011 CHAN in Sudan and were dumped out in the knockout stage.
The landlocked country have lost thrice to Nigeria, with the latest being their 2-0 defeat in a friendly affair in Port Harcourt last year.
In the buildup for CHAN, the Mena lost 1-0 to Cameroon and drew 1-1 with Ethiopia.
Meanwhile, Nigeria goalkeeperDavid Obiazor has predicted a difficult match against Niger.
“The Eagles will beat Niger but it will not come on a platter of gold rather as a result of hard work,”Obiozor was quoted by supersport as saying.
“There are many match winners in the team who on a good match day can destroy any opposition.”

Daniel Dion, l'un des 14 enfants de famille, était père de deux enfants, deux filles de 25 et 32 ans et était également deux fois grand-père. Selon sa famille, il est mort entouré des siens à la Maison Adhémar-Dion, un centre de soins palliatifs qui accueille des personnes en fin de vie dans la banlieue nord de Montréal.

Selon les informations dévoilées par le site internet, Thèrese Dion, la maman de Céline et Daniel, âgée de 89 ans, était au chevet de son fils depuis son retour de Las Vegas. "Elle est forte ma mère. Elle est souffrante quand son enfant est souffrant. Elle est comme ça", confie Claudette.

Bravely opening up about how she was coping, the songbird said they had spoken about his death. "I'll say, 'You're scared? I understand. Talk to me about it,'" Celine confided. "And René says to me, 'I want to die in your arms.' OK, fine, I'll be there, you'll die in my arms."
She said that he had kept going because of the support of family and well-wishers. "The support, the prayers, the strength (of fans), the emails, the messages, the letters... It plays a big role in telling him 'One more day, let's do it'. It helps tremendously.
Ibrahim Magu, the chairman of the Economic and Financial Crimes Commission (EFCC), has finally explained why former president Goodluck Jonathan has not been arrested over $2.1 billion arms deal.

The fund, which was managed by the office of former national security adviser, Sambo Dasuki, has led to the questioning, arrest and detention of many prominent Nigerians. However, some people are still wondering why the ex-president, who is believed to be the principal actor in the unfolding scenario, has not been arrested or summoned for questioning.
The Eagle Online reports that Magu gave the explanation on Monday, January 11, speaking at a gathering of online news publishers under the aegis of the Guild of Corporate Online Publishers in Lagos.
The EFCC boss said that no document has been traced to Jonathan giving any approval for the disbursement of the money for any other purpose than arms purchase.
He further noted that all those questioned so far in connection with the money were people who disbursed or collected it for reasons other than the purchase of arms and ammunition.
 
“All approvals by former president Jonathan did not mention that it was for political purposes.
“All the memos approved by him was for the purchase of arms,” he said.
Magu said that Jafar Isa who was arrested for receiving N170 million from Dasuki and signed an undertaking to refund the balance. However, he added that despite the refund, Isa would still be prosecuted.
Speaking about Olisa Metuh, the EFCC boss revealed that the national publicity secretary of the Peoples Democratic Party said he would rather than refund the N400 million he allegedly collected from Dasuki.
Maga also said that Patrick Akpobolokemi, a former boss of Nigerian Maritime Administration and Safety Agency, was recently re-arrested after new evidences of alleged embezzlement of N34.5 billion and another N600 million were linked to him.
 
The EFCC chairman stressed that the war against graft was not selective and assured Nigerians that his agency was not teleguided in the ongoing anti-corruption fight.
He called on the media to join the EFCC to win the anti-corruption war and noted that the victory would be for the benefit of the next generation.

The documents of the 2016 budget handed over by President Muhammadu Buhari on December 22, 2015 have been reportedly declared missing, Premium Times informs.
As the Nigerian Senate was going to commence deliberation on the proposed budget today, Tuesday, Senate leader Ali Ndume disclosed that the hard and soft copies of the budget documents had been stolen.
According to people familiar with the matter, Ndume explained that deliberation on the budget could therefore not begin until fresh copies of the documents were obtained from the presidency, the Ministry of Finance or that of national planning.
Danjuma Goje, the chairman of Senate Committee of Appropriation, was appointed to lead a search for the documents and liaise with the presidency, the senior special assistant to the president on National Assembly matters, Ita Enang, and the national planning ministry on the matter.

Sources also disclosed that the Senators wanted to keep the matter under wraps as it could embarrass the presidency, the National Assembly and the country.
Senators of the Peoples Democratic Party reportedly accused the presidency of being behind the theft of the documents. However, an accusation was rejected by their All Progressives Congress’ counterparts.
Premuim Times reports that some lawmakers said they are suspicious that the presidency might have colluded with the management of the National Assembly to quietly withdraw the documents after detecting some discrepancies in them.
“Can you imagine this kind of national embarrassment? Documents that were presented to us with fanfare have been stolen,” one senator said.

President Muhammad Buhari had presented a N6.08 trillion budget for the fiscal year 2016. It was the first time in three years a Nigerian President would personally present a budget before the National Assembly.
