In a move to unite the upper chamber of the National Assembly, the Senate president, Bukola Saraki, is believed to have decided to pacify senators loyal to Senator Ahmed Lawan, with juicy committee positions, Vanguard reports.
According to the report, loyalists of the Senate president are not in support of the move. They have expressed concern about compensating Lawan’s supporters, but Saraki feels the move will heal the wound which Lawan and his supporters are still reportedly carrying.
Saraki Appoints El-Sudi As Special Adviser On Legal Matters “I can confirm that a meeting to that effect was held last week by the Senate President. This was at the instance of supporters of the Senate President, who were insisting that for allowing us to go through all that happened here in the Senate, Lawan’s loyalists must be treated as renegades. But to demonstrate his magnanimity, the Senate President asked us all to bury everything that happened in the past, insisting that there was no victor in the contest,” Vanguard quoted a source as saying.

The source added: “Some of the senators particularly insisted that Senators Kabiru Marafa and Suleiman Hunkuyi, who were not only the well-known critics of emergence of the Senate President but went as far as sending petition to the police alleging forgery of the rule used in the election be only made as members of committees but the Senate President said no. He told them that doing so will not be fair in the spirit of ongoing efforts to bring every senator together and forge ahead a united Senate.”

Also revealed is Saraki’s plan to appoint influential senators in his camp, including Senators Dino Melaye, Danjuma Goje and Sani Yerima and 10 others, to strategic committee positions.
Meanwhile, Saraki has promised to do all within the ambit of the law to re-invigorate the dwindling nation’s economy and make it compete with that of developed nations across the country.

 “We will support the executive under the leadership of president Muhammadu Buhari who is committed to see to the end of this madness and to ensure that all areas destroyed by insurgents are rebuild in no distant future.”

The senate delegation donated the sum of N10m to Internally Displaced Persons in the state.
On his part, Shettima thanked Saraki and other members of his delegation for taking their time to visit Borno despite the security challenges posed by the militants.
Borno governor praised Saraki for leading an influential senate delegation to see on the spot assessment of the damages done to some areas in the state.
It would be recalled that at least six people have been killed in a suicide bombing by Boko Haram members in a crowded market in Gamboru, Maiduguri on July 31.
It should also be noted that President Buhari promised to end Boko Haram before the end of 2015 year.

The daughter of a former governor of Oyo state governor who is known for her controversial stand on issues is at it again. 
Kemi Omololu-Olunloyo has joined her voice to that of people calling for the legalisation of gay marriage.
On this she has criticized the ongoing onslaught of the Nigerian Homosexual law giving hard prison penalties to Nigerians who are just being themselves.

“The Nigerian government and lawmakers have given themselves the license to represent the people stating that God does not endorse homosexuality. God also does not endorse hate, ritualism, rape, polygamy, suicide bombing girls and baby factories” she said.
It is simply hatred. Asked why she never follows her fans on twitter, she blamed it on homophobia stating that she does not follow hate and all Nigerians are “hell bent” on homophobia.
Omololu-Olunloyo also wants the government to know that President Buhari’s visit to the United States should have addressed this law and not brushed it aside with American President Obama.
“America is not telling us to legalize gay marriage, they are only telling us that when you have law abiding citizens going about their own business not bothering anyone, they should not be scrutinized and stripped of their rights of being themselves.”

She also wrote on her twitter handle @HNNAfrica that Uganda dropped their anti-gay law after four months and she hoped that one day Nigeria will do the same.
“It’s very costly economically for a country like ours with no jobs for youth. We can never be chosen to host the Olympics, World Cup and other global events for this reason. We can’t be a host country to anything and already our image as one of the African countries promoting such hate is tarnished.”
Omololu-Olunloyo also spoke about last week’s denouncing of homophobia by Israeli Prime Minister Benjamin Netanyahu who lashed out at the stabbing attack at an Israeli Gay Pride rally injuring teens. Netanyahu stated that he will continue to lead his country against hatred and homophobia. Israel ironically is a country Nigerians flock to for their annual Christian pilgrimages.

EFCC Stiffens Probe Against Former Governor, Arrests PDP Chairman “It is true that she visited on Saturday. I don’t know exactly what she discussed with Baba (Obasanjo). But I think it is safe to say she came to greet him and discuss issues relevant to the two families,” he said.
It would be recalled that the EFCC had on July 22 invited Zainab, wife of former Kebbi state governor, Saidu Dakingari, over supposed N2billion fraud did during her husband’s term as governor.
When she appeared on July 27 at commission, investigators said she was settled administrative bail on health grounds and asked to return on a future date.

Editors note: The publicised arrest of Sambo Dasuki has generated much reaction from the public. While some hail the arrest as a move in the right direction, others on the opposing divide accuse the All Progressives Congress (APC) led-administration of embarking on a vendetta mission. In this light, Kesiena Ewubare examines five mistakes made by Dasuki that may have left him prone to such embarrassing treatment at the hands of the security agents.

It is no longer news that Sambo Dasuki, one of the most powerful men in the then Jonathan administration is not having the best of times.
His travails began on Thursday, July 16, few days after he was removed as the national security adviser (NSA). Officials of the State Security Service (SSS) in a commando like fashion, stormed his residence in Asokoro district of Abuja and placed him under house arrest.
While he was being detained, a second operation was on-going in his country home in Sokoto metropolis, which is owned by his father.
After spending, 24 hours under house arrest, Dasuki and his friend, retired Colonel Bello Fadile, were reportedly released the next day, but following his widely publicised ordeal at the hands of operatives of the SSS, the former NSA boss alleges that his arrest was a desperate plot to implicate him in alleged security breaches. He has also accused the security agents of witch-hunting him.
No doubt, Dasuki must have stepped on many toes during his time as the national security adviser, some pundits have blamed him for poor decisions that have led him in this current predicament, some of the mistakes Dasuki is accused making include:
1)  He Was More Of A Politician Than A Security Adviser
During his time as the national security adviser, Dasuki was accused of handling his sensitive position an arm of the Peoples Democratic Party (PDP). He was also accused of spear heading the campaign to postpone the 2015 general election against the wishes of Nigerians, despite the assurances given by the Independent National Electoral Commission (INEC) that it was ready to conduct the February 14 poll.
 Why We Are Probing Dasuki – DSS
In a talk at a London think-tank, Dasuki then advised the electoral commission to extend the date of the forthcoming general elections, to enable the distribution of voters’ cards to all eligible voters.
When Atahiru Jega, the then chairman of the commission failed to heed his call for election postponement, Dasuki was said to have unilaterally cajoled the security chiefs to employ security as an excuse in compelling Jega to cave in to the demands of the PDP.
The presidential election was reluctantly postponed by INEC from February 14, to March 28, courtesy Dasuki and the PDP, under circumstances that tended to favor then incumbent President Goodluck Jonathan.
This move by the former NSA irked many Nigerians who saw him as a PDP security adviser and less of a national adviser, this tag of infamy has thus exposed him to persecution.
2) He was seen As Being Power Drunk
During his tenure, Dasuki was accused of running the office of the NSA as the extension of his bathroom by making decisions without recourse to laid down rules and practices.
Dasuki’s influence was so pervasive that he became a de-facto minister of defence by relegating Gen. Aliyu Gusau, the then minister of defence to the background.
In fact, a report in The Sun of July 25 said “under Dasuki, Min­istry of Defence became toothless and a mere featherweight, a development that had never happened before in the nation’s history”.
 REVEALED: Why Dasuki Is In Trouble
His office was not an operational agency by law as he was tasked with the advisory role to the presidency on security and intelligence matters, but as one of the most powerful NSA advisers to that Nigeria had ever had, he turned his office into an Operational Agency thereby making the ministry of defence non essential. The perceived overbearing nature of Dasuki was another mistake that opened him up to backlash.
3) Alleged Mismanagement Of Funds
Jonathan administration reportedly spent about $32 billion on security and defence, most of which has gone unaccounted for. Some of the unaccounted funds were allegedly spent when Dasuki was NSA.
Dasuki has been accused of taking advantage of the insurgency war to divert funds. He was alleged to have taken over defence contracts, including the purchase of arms and ammunition that used to be under the ministry of defence. There are also allegations that Dasuki inflated defence contract and purchased refurbished equipment all in a bid to divert millions of dollars.
A report in The Sun of July 25, 2015, states that Dasuki presided over the disbursement of over $3 billion USD expended in the fight against Boko Ha­ram. It added that some of these funds were allegedly use to fund campaigns of the Peoples Democratic Party (PDP).
The claims of financial recklessness carried out by Dasuki in the course of carrying out his duties prompted President Muhammadu Buhari to reject his resignation three weeks ago on the ground that he must account for funds received and spent under his tenure in the prosecution of the Boko Haram insurgency.
Added to this, the items recovered by the SSS from the raid on Dasuki’s residence provided more insight to the amount of money the former NSA boss was granted access to by the previous administration.
The items according to a statement by the SSS included
Twelve (12) new vehicles, out of which five (5) were bullet proofs. These vehicles which are all exotic vehicles were retrieved from SAMBO’s residence having failed to produce evidence of ownership”
The larger than life items recovered from Dasuki’s residence has given credence to claims by the Buhari administration that huge sums of money are being unaccounted for due to improper filing of contracts papers under Sabo. This has also made him a target of probe.
4) Did Not Have An Exit Plan
Many persons who were in the corridors of power under the Jonathan administration lived under the euphoria that Jonathan would survive the 2015 general election. Basking under this self-deceit, people like Diezani Madueke and Sambo Dasuki fell victim to building castles in the air, they reigned supreme without entertaining thoughts that maybe one day, they could be held accountable for the huge funds under their watch.
Dasuki erred by waiting till the last minute before thinking of exiting as the NSA,  he was  supposed to leave office as his principal, Jonathan was leaving, just like the ministers did, he may have thought that Buhari, being a northerner, would favour him, but he was wrong. The failure to exit the post early enough has landed him in trouble.
5) Alleged Gunrunning
Sambo Dasuki’s tenure as NSA was hit by allegations of alleged gun running, between September and October 2014, the South African government seized the sum of $9.3 million in cash transported by two Nigerians and an Israeli for arms purchase, three weeks later, The South African authorities again confiscated yet another US$5.7 million arms money from Nigeria.
It was reported that Sambo Dasuki had personally authorized the botched arm deals which was meant to secure weapons to fight the Boko Haram. The perceived illegitimacy of the transaction by the office of the NSA made  Dasuki suspect of gunrunning.
To worsen matters, when officials of the SSS busted him at his residence recently, some of the items seized included seven high caliber rifles, (high assault weapons), several magazines and military related gears.  
Haven retired from the military years ago, he was not expected to be armed to the teeth like a commando on a mission to battle imaginary foes.
The high calibre weapons found at his residence has made him suspect of planning to breach or attempt to breach the laws of the federation.
However, Sambo Dasuki remains innocent of all the charges leveled against him by the SSS until a court of competent jurisdiction pronounces otherwise.

Mr. Ian Udoh, the group executive director, Refining and Petrochemicals, Nigerian National Petroleum Corporation (NNPC), has cried out over the harsh treatment being meted out on them by the Department of State Services (DSS).
A report credited to The Punch revealed operatives of the DSS interrogated him 11 different times since May over crude oil swap deals with traders.
 Unremitted $2.1B: Oshiomhole Fires Back At Okonjo-Iweala
He was quoted as telling Reuters that the DSS has been harassing some of them over the oil swap deals with traders.
The reports stated further that the investigation by the DSS and anti-graft agencies involved crude oil swap deals and offshore processing agreements in which the corporation gives certain volume of crude oil to traders in exchange for refined products.
And instead of ensuring that crude oil was made available to the nation’s four refineries for domestic consumption, the immediate past minister of petroleum resources, Mrs Diezani Alison-Madueke, in conjunction with the Pipelines and Products Marketing Company, reportedly increased the crude oil swaps and OPAs from 270,000 barrels per day to 445,000 bpd, thus starving the refineries of crude oil.
 Fuel Scarity To Hit South West Nigeria
President Muhammadu Buhari, in his bid to overhaul the corporation, ha instructed the NNPC to review the crude for oil products swap contracts and offshore processing agreements with trading companies because of the belief that the deals might have cost the country millions of dollars in lost revenue and refined product supply.
And this may have been followed up by the security agency with the grilling, a development which the corporation is not totally comfortable with.
“The DSS has been harassing some of us. There is a siege mentality here at the moment,” Udoh, an NNPC veteran of 36 years lamented.
He added that Buhari’s initiative had given fresh legs to media coverage of the accounting holes worth over $20bn identified by two separate investigations, and that the public pressure was dominating management meetings.
Soldiers are said to be guarding the building of the headquarters of NNPC in Abuja as the DSS operatives are closely monitoring the affairs of the corporation, while visitors were required to go through four separate security checks.
President Buhari had instructed the NNPC to review agreements behind the programme to swap crude to refined products, just as Mallam Nasir El-Rufai has clamoured for the death of the corporation.

Contrary to the rumours going round that states have received bailout funds from the President Muhammadu Buhari government, Adams Oshiomole, Edo state governor, has dismissed the report.
Oshiomole who made the disclosure at a reception for the Inspector-General of Police (IG), Solomon Arase, in his local government,  Sabongida Ora, Owan West Local Government Area of the state.

According to Premium Times, Oshiomole however said President Buhari is committed to seeing an end to the situation where up to fifteen states owe workers’ salaries.
He said: “there is some conversation going on between the Federal Government and the Governors and the president has been extremely positive in recognizing that he does not want to preside over a country whose workers are not paid.
“At the end of the day, it is not acceptable where fourteen to fifteen states cannot pay salaries. The good news is that the president is standing by us and there is always a time lag between when you conceptualize and when you implement.
“For now, no government has got one naira under the bailout arrangement.”
Oshiomole also reserved kind words for the IG of police, he said, “the celebrant is not just a man of history, there are many people who could become the I-G, by political connection, but I think he has a very unique ability.
“I also believe that your present elevation is a demonstration of the way you have sought to manage your office , deal with the challenges of the police force without being partisan, This is a difficult position to maintain. As an Edo man, you represent the finest tradition with courage, determination and intellect to your job no matter whose ox is gored.
Just two days ago, the Nigerian Governors Forum (NGF) denied asking the federal government for a bailout in order for bankrupt states to pay up salary arrears.

The governors, however had a meeting with Vice President Yemi Osinbajo on Thursday, July 23, at the presidential villa, Aso rock in a closed-door meeting of the National Economic Council (NEC).

Editor’s note: Edo state governor Adams Oshiomhole had a big announcement to make after returning from the US, where he accompanied President Muhammadu Buhari on a state visit to President Barack Obama. According to Governor Oshiomhole, senior officials of the US State Department told him “one minister under the PDP” had alone embezzled six billion dollars. As the news continues to excite the minds of Nigerians, the Naij.com columnist Joachim MacEbong ponders over the appropriateness of loud public accusations voiced by such outspoken characters as Rotimi Amaechi or Oshiomhole.
It is always interesting to watch second-term presidents and governors in action. In America, Barack Obama enters the twilight of his presidency on a wave of victories as he cements his legacies in terms of foreign and domestic policy. With no further political battles to fight, “second-termers” are likely to be more laid-back and prepared to say what they really think, without having to offend this or that constituency due to re-election concerns.

Expectations…

As one of the few second-term governors in the current ranks, Adams Oshiomhole occupies an interesting position. With just over a year to the end of his tenure, which ends next November, he appears set to go out with a bang. He has made it his business to challenge the former coordinating minister for the economy, Ngozi Okonjo-Iweala, over her handling of the economy. Specifically, he has accused her of illegal deductions from the Federation Account in aid of Jonathan’s re-election campaign, to the tune of $1 billion.
Needless to say, this is a weighty allegation. It is an allegation that should not be made at all without proof, one that should not be made unless the accuser is prepared to approach a court of law with proof of that accusation, so that the accused can respond. If correct, it is a betrayal of public trust that should warrant substantial time in jail and serve as a warning to others.

… and the reality on ground

But we are not at that point yet. One thing Nigeria excels in is “trial by media,” where all manner of libellous allegations are flung hither and thither on the pages of newspapers and, increasingly, the online space. A more functional legal system would be full to the brim with libel lawsuits, and many would be out of business due to the damages they would have to pay.
This is not the case, and so a free-for-all is the result, with media outlets falling over themselves to amplify the allegations of people like Adams Oshiomhole, as if those allegations were newsworthy in and of themselves.
The fact is that they are not. As I said here earlier this month when examining the sudden ‘revival’ of the EFCC, corruption is not fought on the pages of newspapers. No amount of bombast or spectacle can replace the due legal process that comes with establishing the guilt of a person, and meting out the full punishment.

Bare allegations

Oshiomhole’s latest allegation is that he was told by senior American officials that a minister in Jonathan’s cabinet stole $6 billion, which is over a trillion Naira. The questions that follow this statement are obvious, from the identity of this minister, to when a case will be brought against him or her.
The proper thing to do is bring charges in a court of law and tender evidence so that the law can take its course. Unless and until the Buhari administration can do this, it is unwise to continue to allow Adams Oshiomhole – or anyone else, for that matter – continue to make these statements. There is a lot of danger in continuing this cycle where new administrations at state and federal accuse their predecessors of all kinds of things, without ever holding them to account.

Much ado about…?

The biggest question, perhaps, is this: Why has Adams Oshiomhole, in the last two months, become a cross between an auditor, anti-corruption czar, presidential spokesman and judge? What is the end game?
Both the PDP and the APC have governors who are prepared to say things others will not say, those who are prepared to ‘take one for the team’. On the PDP side, it is Ayo Fayose. On the APC side, it used to be Rotimi Amaechi. It now appears that Adams Oshiomhole is rising to take over that abrasive, combative role, while Amaechi himself has been especially quiet.
This role, however, is mostly useless to governance, and it smacks of an administration that is still in campaign mode. Beyond giving ample material for newspaper headlines, it is full of sound and fury, signifying nothing.
