Topic: INEC Card Readers Failed To Work During Pre Election Tests In Enugu 


Journalists were on Wednesday kept for over thirty minutes as the Independent National Electoral Commission (INEC) struggled to showcase the good working condition of its card readers, which have been deployed for the elections.

The commission had invited journalists to showcase its preparedness for the election.

However, the exercise failed as the card reading machine could not work for over 30 minutes, a situation that left the audience embarrassed.

DAILY POST reports that the PVC of one of the journalists was inserted, after which that of a member of the Civil Society Organization was equally tried, but both failed the test.

Meanwhile, the Resident Electoral Commissioner of INEC in Enugu State, Professor Chukwuemeka Onukaogu, had disclosed that the commission had so far distributed 77 percent of the Permanent
Voters’ Cards, (PVC) in the State.

Onukaogu said his target was to distribute at-least 80 percent of the cards before the election.

Professor Onukaogu, however, stated that the commission might not achieve hundred percent distribution of the cards in Enugu because according to him, Enugu was peculiar because of the number of students in the different higher institutions, who registered and left the state without their PVCs

He used the occasion to plead with political parties to mend fences with their members, who were aggrieved after their primary elections in-order to avert politically motivated violence during the elections.

Onukaogu warned that many politicians were bitter and disillusionedbecause of how their respective parties sidelined them in their primaries and gave running tickets to their favorites.

The disarray and disillusionment, he stated, was as a result of lack of internal democracies within the political parties, stating that the prevalent indiscipline were some of the factors that could breed Violence in elections.

and after the elections.

He assured that he would provide a level playing ground for all the parties in the state, saying the era of rigging was over.



Kolawole and John Paul
The police in Lagos have shot dead an alleged kidnap gang leader, John Paul, in a gun duel that ensued while a hotel director was being rescued.
It was gathered that the victim, Saheed Kolawole, who was abducted in the Ikorodu area of Lagos was rescued alive.
Punch Metro learnt that Kolawole was abducted on January 30 at about 10pm.According to the police, Kolawole is the director of Scot Hotel in Odonla, Ikorodu, Lagos.

Our correspondent gathered that the kidnappers, who took Kolawole to an unknown destination, contacted Kolawole’s family on the phone and demanded a ransom of $200,000.

It was learnt that while the family reported the matter to the police, they also made arrangements to pay the ransom. The gang reportedly told the relatives to come to a place in the Owutu, Ikorodu area.

Our correspondent gathered that the kidnappers, on February 4, came on a motorcycle to collect the ransom as agreed with the family.
Our correspondent was told that as the kidnappers made to collect the ransom, a gun duel ensued between them and operatives of the Special Anti-Robbery Squad who were lying in ambush.

During the shootout, the gang leader, 31-year-old Paul, reportedly sustained bullet wounds while other members fled the scene.Paul was said to have been rushed to a hospital by the police, where he died the following day.

Our correspondent learnt that the police were able to locate the kidnapper’s hideout, where Kolawole was being held, and freed him.
A police source revealed to our correspondent that Kolawole was brutalised by the gang as they cut his body with cutlasses to coerce his family into paying the ransom.
The source added that the same gang had attacked the Owutu Police Division in Ikorodu, and killed two policemen during another gun duel.

He said,
“The kidnappers took him (Kolawole) to an uncompleted building in the Owutu area from where they were communicating with his family.
“They stripped him naked, and used cutlass on his body. They poured petrol on his skin and threatened to burn it so that his family would hear his scream on the phone and agree to pay the ransom.
“It was the same gang which attacked the Owutu Police Station and shot dead two policemen. They are known to have multiple hideouts in the area. The police have shot dead their gang leader and the others had fled for now.”
Our correspondent learnt that the operational vehicle of the gang, a Toyota Corolla with registration number, APP 626 CP, was recovered by the police.
The Lagos State Commissioner of Police, Kayode Aderanti, said at a press briefing on Tuesday that further investigations were ongoing to apprehend other fleeing gang members.


He said,
“When I got the information, I directed the Operation Commander, SARS, SP Abba Kyari, to go after the gang.
“The SARS decoy team was able to gun down the kidnap gang leader and rescue the victim alive. The operational vehicle of the gang was also recovered while further investigations are ongoing to apprehend other fleeing gang members.”

The Jigawa State governor, Alhaji Sule Lamido, has met with President Goodluck Jonathan on the exit from the Peoples Democratic Party (PDP) of former president, Chief Olusegun Obasanjo. Speaking with State House correspondents after the meeting, Lamido said Chief Obasanjo remained the father of the PDP, who happened to be angry with his children.In Lamido’s words, “Baba is more than a party man. He is an icon, a national symbol, a leader and an inventor, a creator of all the institutions today in Nigeria. From the presidency to the governors who are his own sons, we are all his creations. And so, when a father is angry with his own children, we will only say we are sorry to him. But then, we cannot be renounced for whatever it is.

“If you do any political DNA of our blood, you will find his blood in us. No matter what we are, we may not be able to live up to his expectations. We might have made some mistakes, but abandoning us is not the solution, because the country is first before anything else. So, he is our baba, even up to the president. Baba is our baba, no matter what. He is angry with us, but then, what do we do? He gave us the life at a time when Nigerians were fighting us, he stood for us. Since 2011, in 2007, he stood firm for us. He is our father. And so, if we made some mistakes, we are only human because we are heading human institutions. Wherever we are, we are right in his heart. He feels for us, he cares for us.”

Speaking on the possibility of a reconciliation even after Obasanjo had publicly torn his PDP membership card, the governor further said “When there is some kind of misunderstanding between a father and a child, you don’t go to NTA or any other media to say you are going to do this. I mean the bond between us is so strong. I know he is equally pained. I know what he is going through because he is our father, but I will not tell you the strategy, because when he was producing us, you were not there. When he was making us, were you there?”

As criticisms and commendations continue to trail his dramatic exit from the Peoples Democratic Party, former President Olusegun Obasanjo has explained how he arrived at the decision to dump the party to which he belonged for 16 years.

The former president had Monday announced his resignation as a member of the party on whose platform he ruled the country between 1999 and 2007.
Mr. Obasanjo renounced his membership of the PDP when some leaders of the party led by Surajudeen Oladunjoye, the chairman of the ward around his former residence in Ita Eko, visited him at his Presidential Hilltop mansion in Abeokuta home.

The former president directed Mr. Oladunjoye to tear his membership card at a press conference organised during the visit.
About two hours later, the PDP leadership in Ogun State announced the expulsion of the former president from the party.

However, in a telephone interview with PREMIUM TIMES Tuesday, Mr. Obasanjo explained that the PDP members visited him to express their genuine concern about his refusal to be active in the party.

“They were concerned that I had only one leg in the party, and worried that since I’m their leader in the ward, they need to hear from me,” the former President said.

According to him, when the party members arrived his residence, they were singing a song in Yoruba language – “Nigeria yi ti gbobgo wa ni, Ko ma gbodo ba je. Eje ka sowopo kajo gbega (Meaning – Nigeria belongs to all of us, we must not allow it to be destroyed and we must join hands to make it great).

Mr. Obasanjo said when they settled down he sought to know why they came and that it was at that point that Mr. Oladunjoye told him that since he (Obasanjo) as their leader became angry with the PDP and remained inactive in the party, they had not only lost sense of direction but also worried about their political future.
He also said the party members informed him that the leadership in the state was planning to expel him and that they wondered what would happen to them if he was expelled because they would become rudderless.

“You are our leader and it is you we are following. You have remained a card-carrying member of the the party. But since you became angry with the party we have lost sense of direction and now we are hearing that they want to expel you. If they expel you, where do we go? What do we do?” Mr. Obasanjo quoted the ward chairman as saying.

The former president explained that it was at that point that he gave them his PDP membership card and told them that they could do whatever they want with it.

He said, “In my response, I said when you people came you were singing a song and I agreed that Nigeria is our own. If the issue is the party, I will not choose the party at the detriment of Nigeria and I will fight for Nigeria even at the detriment of the party. I will rather surrender my membership of the party so you people can move on politically,” Mr. Obasanjo explained to PREMIUM TIMES.

“If you people’s worry is that I’m a card-carrying member of the party and I’m not showing you people direction and you are worried that I’m neither here nor there, this is the card; you can keep it, you can burn it or you can tear it, do whatever you want to do with it.”

The former president said he then handed over his membership card to Mr. Oladunjoye, who immediately decided on his own to shred it.
Mr. Obasanjo said he had no regrets for his action despite the criticisms that have greeted it.

















Topic: I Can't Guarantee Elections Will Hold As Rescheduled - Jega (Read 7833 times)


The Chairman of the Independent National Electoral Commission, INEC, Attahiru Jega, has told Nigerian federal lawmakers he could not guarantee the 2015 general elections will hold on rescheduled dates in March and April.

At a meeting with Senators Wednesday, Mr. Jega said he could not commit himself to the "sanctity" of March 28 and April 11 - dates for the rescheduled Nigeria’s general elections.

He said the electoral commission could not guarantee aspects of the poll that are beyond its control.

Mr. Jega met with the lawmakers to review the decision to postpone the polls from February.

Under the Nigerian law, a further six-week extension of the elections is possible, a prospect opposed by many Nigerians, the main opposition All Progressives Congress, APC, and the international community.

INEC had said the postponement were necessary for security reasons, as military chiefs had warned against going on with the vote to allow it focus on fighting the terror group, Boko Haram.

But the APC said the delay was instigated by President Goodluck Jonathan, to save him and ruling party from losing the elections to the APC candidate, Muhammadu Buhari.

Since announcing the new dates nearly two weeks ago, the commission has declined to clearly confirm that there will be no further delay beyond March 28 and April 11, for presidential, National Assembly, governorship and state assembly polls.

Responding to a question by George Akume, Senate Minority Leader, on the sanctity of the new dates, on Wednesday, Mr. Jega said it was difficult for him to respond, saying he could only give assurances over aspects within the control of INEC.

"That’s a very difficult question to answer. I have said not everything that has to do with the conduct of successful election is within the control of INEC", Mr. Jega said.

Mr. Jega also said the commission will go forward with its plan to deploy card readers for the elections.

There have been some concerns, mainly from the ruling Peoples Democratic Party, PDP, about the plan as Nigerian law prohibits electronic voting.

On Wednesday, while PDP Senators opposed the plan, their APC counterparts welcomed it.

Heineken Lokpobri, a PDP Senator from Bayelsa State and Odion Ugbesa, from Edo State, argued against the use of card readers for the elections, saying it would be illegal.

In his response, Mr. Jega said card readers would only be used for accreditation not actual voting.

He said there was no law forbidding the use of electronic devices for accreditation.

"Card reader is used for accreditation not voting. Voting his defined as dropping of ballot paper into ballot box. Accreditation is essential for integrity of the election", he said.

"Nothing in the constitution says we should not use electronic device in the process of accreditation. Anybody that is not satisfied can go to court. We have solid ground on that", he said.

He added that the card readers would curb electoral malpractices, as cloned cards would be detected.
Mr. Jega said INEC will perform a mock test on the card readers.

He said some tests had already been taken in the United States, and will now be tested in the six geopolitical zones.

"The card reader has passed in all the 13 test categories conducted in terms of its durability and versatility", he said.

Mr. Jega said the postponement of the general elections will enable INEC to have a flawless, near-perfect elections.

INEC National Commissioners are to visit state offices to conduct evaluation and comprehensively determine the level of preparation in the election.

He said after the visit, the commission will meet with the heads of departments and directorates of units to conduct a comprehensive assessment, to figure out additional things to be done before March 28.

Mr Jega said a meeting with the inter-agency committee on security will hold a meeting to discuss security on the Election Day, PREMIUM TIMES reports.
